Bill Stipdonk

Bill Stipdonk, BA, MA is a professional economist with over 25 years of experience in quantitative analysis, project assessment and negotiations as well as extensive experience in program and project evaluation, quantitative methods, data analysis, modeling and forecasting.

Bill is the Principal of Metrix Consulting Ltd. and is advisor to approximately 20 Bands in BC, Ontario and the Yukon on a wide variety of Fiscal issues: including resource revenue sharing arrangements, impact benefit agreements, tax, funding and development of accountability systems.

Projects include:

• Developing a Fiscal Relation model for use by the tripartite fiscal Arrangements Working Group for assessment and analysis of alternative fiscal regimes in a post Treaty environment
• Negotiating fiscal arrangements for a number of Agreements including the: Sliammon Final Agreement, Lheidli T’enneh Final Agreement, Nisga’a Final Agreement, Meadow Lake Self Government Agreement and Sioux Valley Self Government Agreement.
• Undertaking analysis on a wide range of resource projects to assist in the negotiation of Impact Benefit Agreements.
• Jointly with KTA, undertaken program evaluations and reviews in the areas of Assisted Living and social development programs as well as the preparation of an evidence-based history of INAC A-Base expenditures, and recommendations on strategic resource management by the Department

Currently, Bill is concluding fiscal negotiations on the Sliammon Final Agreement and is developing a Treaty Assessment Model which will include a Cost Benefit Analysis component that will assist in the determination of the net benefits associated with treaty settlement offers.
